Who we are

An implementer, not an intermediary

The organisation

Leaders International brings together governments, community organisations and private-sector partners across the Middle East and North Africa. Headquartered in Brussels with offices in Amman, Ramallah and Tunis, it has planned, managed and monitored economic development interventions since 2004 — combining consultancy-grade expertise with the accountability of a mission-driven organisation.

Why LEAP exists

Access to finance is only one of the things holding an MSME back; markets, skills, certification and technology are the others, and a grant on its own solves none of them. LEAP Fund exists to put all of them in the same package — and to be judged on whether the businesses it funds are still growing three years later.

  1. 2004Leaders International is foundedSet up to plan, manage and monitor economic development work across the Middle East and North Africa.
  2. 2008Palestine programme beginsThe first permanent country presence, in Ramallah, working on enterprise development in the West Bank and Gaza.
  3. 2012Country offices openPermanent teams in Amman and Tunis put programme delivery in the same place as the businesses it serves.
  4. 2018Brussels headquartersEU coordination and donor partnerships move to Brussels, alongside the organisation’s European liaison work.
  5. 2024The MSME portfolio maturesA multi-million active portfolio of grants and technical assistance, delivered through a standing network of sector advisors.
  6. 2026LEAP Fund launchesThe MSME work is consolidated into one facility with published windows, published criteria and a single application route.
